Our History dates back to 1972 when there was hardly any local consultancy in Pakistan in Power Engineering Discipline. However, in 1973, Mr. Akhtar Hasan, a brilliant engineering mind decided to shape his ideas and experience in the form of an Engineering Firm now known as Pakistan Engineering Services (PES). The Idea was to enable local engineering projects to find the right design and technical know-how for greater efficiency.

First Contract


Due to His tireless efforts and utmost commitment PES was invited across Pakistan to collaborate in major upcoming projects. It was there and then the first network of professional engineers for PES was developed.

Initial Projects


Fortunately, the company had a dream start. PES became a part of major projects at that time. The most notable project was of Tarbela Dam in which we provided feasibility study, tender documents and construction supervision. The project was successfully completed in 1983 that made PES to become more popular in future developments.



Another notable name in the expansion of PES was Mr. Jamil Anwer. His mental aptitude and technical expertise won him a pride of performance award in 1982 from LT. General Ghulam Safdar Butt, Chairman Water and Development Authority.
Due to continuous growth and new challenges, PES appointed him as a new CEO. Mr. Jamil Anwer made remarkable reformations in the organization and expanded the operations to global level.

Major Achievement


Throughout the years PES provided solutions on various projects that required diversified capabilities. We worked on a world highest and lowest elevation for a Dam site (Satpara 2636m) & (Wadi-Assal -183m).

2016 marked a year of consolidation upon significant regional and organizational expansion undertaken by PES, over the previous years. PES has continued to provide services to the major infrastructural overhaul and expansion projects being undertaken in Pakistan, particularly in the water and power sectors. Highlights from this year include:
• A province-wide assessment of Baluchistan’s water infrastructure, as well as the formulation of a policy roadmap for future development
• Provision on consultancy services on a significant transmission and grid infrastructure overhead project in Nigeria
• Feasibility assessment for a water storage and supply project in the Wadi Easal in Jordan.

He has an experience of more than 30 years as practicing professional engineer in geotechnical investigations, pre-feasibility, feasibility, detailed design studies and preparation of tender documents for embankment dams, hydro & thermal power and irrigation projects.

He specializes in underground / rock engineering, design, an
d analysis of various works for hydropower, irrigation and multi- purpose Projects.  He is presently Project Manager Patrind Hydropower Project.

He worked as Head Geotechnical; Geology on Feasibility Studies and Detailed Design of Kurram Tangi Dam Project. As geotechnical specialist he is working on construction of Satpara Dam Project. He has also been involved in the detailed design of Golen Gol Hydropower Project and Malakand III Hydropower Project. He worked as Geotechnical engineer, Barrage group on feasibility studies and detailed design of 1450 MW Ghazi Barotha Hydropower Project.

He participated in the fifth periodic inspection of Mangla Dam project as a member of the inspection team. He was also member of the inspection team of 3rd Periodic Inspection of Simly Dam Project.

He has also done feasibility studies of 11 small dam project in different districts of N.W.F.P. He worked for rehabilitation of Pandiyali Dam Mohmand Agency and preparation of construction drawings of civil works for Four Hydel Scheme. He participated in foundation design of 123 Mw Marri Deep CCPP and preparation of Drawings for cross drainage structures (Foot Bridge, AR Bridge, VR Bridge, aqueduct and culvert) and irrigation canal structures.

Dr. Zaheer M. Malik has been associated with PES since 2002. He has acquired a professional work experience of 15 years and has worked on more than 50 projects with diverse portfolios. He is well conversant with the analyses and solutions to intricate and site specific geotechnical problems in design and construction, related to hydropower, thermal, irrigation, water supply and multi- purpose projects. His areas of specific interest involve earth and rockfill dams, in particular ECRDs and CFRDs.

Mr. Sheikh Liaquat Rabbani is a practicising professional Hydraulic engineer since 1969. He has been involved in numerous feasibility studies and designs for the preparation of pre-feasibility & feasibility studies, detailed design and tender documents of embankment dams, hydropower & irrigation projects in Pakistan. He has vast experience in providing, with technical support and inputs from other specialists, manuals/guidelines, concession framework agreement and bidding documents for the hydropower projects to be implemented under PPP (Public Private Partnership) and IPP (Independent Power Projects) modes. Prepare, with inputs from other specialists, transparent and competitive developer selection and project procurement models which should be suitable for awarding IPP/PPP concessions. Prepare the bidding documents in conjunction with the energy economist and PPP Specialist. Prepare project development agreements (PDAs) and Model Concession agreements (MCA). Drawing on these agreements where appropriate, prepare model agreements suitable for different projects categories: (a) Standardized Memorandum of Understanding (MOU), (b) Request for proposals (e.g. invitation to bid, instructions to bidders, etc.) for use in competitive solicitations; (c) Power purchase Agreement (PPA); and (d) Standard Bidding documents for PPP/IPP model.
